Rs 20 lakh ex-gratia granted to the kin of late Dabi

PASIGHAT, Apr 24: East Siang DEO-cum-DM Nidhi Srivastava today informed that Rs 20,00000 has been sanctioned as ex-gratia grant in favour of Bater Lollen Dabi, widow of Late Mathew Dabi.

Late Mathew went missing from Siine village while attending election duty as Polling Official at Siine polling station under 31/35 Pangin.

Police recovered his body from a deep gorge near Siine village on April 17, eight days after he had gone missing on the polling day on April nine.

The DM while conveying condolence to the bereaved family, expressed her deep shock and grief and further informed that police investigation/magisterial enquiry is underway to ascertain the root cause of the death of late Dabi.

Meanwhile East Siang SP today clarified that his statement was misquoted in some local dailies. “I am hopeful that reality would come to light soon”, he added.   DIPRO

 

Governor conveys Moh Mol greetings

ITANAGAR, Apr 24: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has conveyed festival greetings to the people of Arunachal Pradesh on the occasion of Moh Mol.

In his festival message, Governor expressed his hope that the occasion, which heralds the beginning of the New Year will usher-in communal harmony, bumper harvest, and prosperity for all.

The Governor wished that the festival of the Tangsa community will continue to strengthen the faith and belief in the age cultural heritage.

 

Fire guts eight houses at Kokila

ITANAGAR, Apr 24: A massive fire broke out at Kokila Market line under Balijan circle yesterday gutting down at least eight shops cum residence and the Monday market shed.

The fire broke out at 3pm and turned to ashes huge property within half hour due to heavy wind.

The administration had a tough time dealing with it due to non availability of fire service at Balijan PS as well as Holongi and the fire service at Gohpur, Assam extended help by sending a fire tender.

The cause of fire is under investigation.

 

APSTS introduces vehicle for Railway passengers

ITANAGAR, Apr 24: As temporary arrangement for the easy excess of the passengers travelling from the newly introduced railway service, a vehicle service (with registration number ARX-0407) is being introduced from Itanagar to Borum Railway Station from tomorrow.

 

4 docs to check-up Amarnath yatris

ITANAGAR, Apr 24: The state government has authorized four specialist doctors to issue Medical certificate to the Amarnath yatris of Arunachal Pradesh who are interested to visit Amarnath shrine during this year 2014.

Dr. Tao Kaki and Dr. Hage Ambing (both MDs) of Arunachal State Hospital, Naharlagun have been authorized to issue Medical certificate to the Amarnath yatris for Western Zone of Arunachal Pradesh, while Dr. T. Tali and Dr. Jumba Gibi, (both MDs), General Hospital, Pasighat have been authorized to issue  the same to the yatris for Eastern Zone. DIPR

Well wishers provide relief materials to fire victims

AALO, Apr 24: Er. Talem Taboh, INC contesting candidate from 32 Rumgong accompanied by ZPM Payum and Anchal Samity Members of Rumgong, Jomlo Mobuk and Payum visited the fire accident site at PI Colony and interacted with the fire victims yesterday.

Essential utensils and relief materials were also distributed to the victims. Taboh opined that the fire accident is the major disaster we all are facing today. Fire tenders need to be kept in readiness all the time and prompt action is essential in the event of fire accident, he said. Relief materials are also pouring in from various corners and well wishers.

The fire victims are at present put up in the temporary tents provided by the Indian army. DIPRO

 

West Siang DC inspects Trans-Arunachal Highway

AALO, Apr 24: The West Siang Deputy Commissioner M K Sahoo along with DFO, AE (Highway), LRSO, staff of Land Management, Forest and Concessionaire i.e. ECI inspected various stretches of Trans-Arunachal Highway falling under West Siang District today to  take stock of the disputed realignment between Darka to Nigmoi which the concessionaire has got revised  Strip Plan  contrary to  original Strip Plan submitted by State PWD  as well as in violation of forest clearance given for the stretch. The Deputy Commissioner instructed the concessionaire to carry out field survey of this stretch immediately without further delay so as to enable the district administration to complete land acquisition process.  DIPRO

 

CYO for strict ILP checking

ITANAGAR, Apr 24: Expressing concern over technical glitches of checking inner line permit in the railway station in the state, Capital Youth Organization (CYO) today called on Railway Station Manager H K Kardong at Naharlagun. CYO members also raised security concern while checking ILP against migrants. It further appealed to the railway authority to construct security wall in order to stop unwanted entry of illegal migrants. The organization further emphasized on installation of CCTV cameras in every entry and exit point. It said that construction of railway station is still on and yet to officially hand over to the station manager.

Defence personnel under scanner for dubious voting

ITANAGAR, Apr 24: The 37th Pasighat West Congress Committee and INC election agent has written to the DEO, East Siang objecting the ‘dubious’ voting by the defence personnel. They appealed to the DEO to annul the voting rights of all the 75 personnel as the processes of issuing postal ballot have not been transparent.

Submitting details about 39 such cases involving, they called for strict action in this regard. They alleged that 39 such cases have been registered in one constituency alone which includes issuance of postal ballot to dead and retired personnel. In some case postal ballot has been issued to those personnel who have already voted on April 9 and those whose name does not find mentioned in the electoral roll, further they claimed.

They further alleged that many of them voted twice. Alleging gross negligence, the BCCI, 37th Pasighat West Congress Committee, urged DEO to take adequate action to avoid legal consequences.

 

 

UPSC chairman calls on governor

ITANAGAR, Apr 24: Chairman of Union Public Service Commission Prof. D P Agarwal called on the Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma at Raj Bhawan today. They discussed on various issues including strengthening the State Public Service Commission, intellectual connectivity to the North East region and the State, enhancement of intellectual capacity through regular interactions and seminars in the state etc.

The Governor requested the UPSC chairman to aid and advice the State Commission and also facilitate in streamlining it in the line of Union Public Service Commission.

The Governor, who is a former member of the UPSC, also urged Prof Agarwal to initiate steps to encourage more and more candidates from North East region especially Arunachal Pradesh to go for premier Public Service examinations.

Prof Agarwal, who is on a four-day maiden visit to Arunachal Pradesh will be interacting with intellectuals, educationists and senior citizens of the State. He will also attend a departmental promotion committee meeting for Indian Police Service of Arunachal Pradesh Cadre.

Forest fire threatening existence of Poma village

ITANAGAR, Apr 24: The Poma Rillo Youth Welfare Society (PRYWS) in a release informed that forest fire which started from nearby jungle is now threatening to engulf the entire Poma village. PRYWS claimed that if urgent action is not taken at the earliest, it may lead to colossal loss of properties and whole Poma village may be burnt to ashes.

They further alleged that despite several complaints, the environment and forest department has not taken any step to control the wild fire. “If forest fire cause damage to any properties within Poma village we will hold environment and forest department responsible for it. If within next 4 days department don’t take any step to control forest fire, we will be compelled to take law into our hand. It is matter of existence for us,” said PRYWS president Techi Rajen. It is being reported that forest fire have already started damaging agriculture field located nearby village and if not control immediately, it will pose serious threat to safety and security of Poma area.

Meanwhile, it has been said that the panic-stricken villagers started to evacuate the village and move to safer location.

 

 

Retaining wall develops cracks, poses threat to human life

DAPORIJO, Apr 24: The retaining wall constructed in the heart of Limeking town has developed huge cracks posing great threat to life and property of people living near it.

The 17-mt-high structure has been constructed by GREF for extension of the Helipad. But the structure may collapse anytime bringing disaster like situation due to its weak foundation.

Public allege the foundation of the retaining wall has been constructed with sub-standard materials due to which the structure is developing large cracks on every other day. According to them, people dwelling around the structure are living under constant threat as the structure may fall anytime causing loss of human life and destruction of properties.

The matter was brought to the notice of the GREF. But the executing agency, instead of fixing the cracks permanently, is allegedly trying to hide the cracks by plastering over it. Public also drew the attention of the state government the threat posed by the cracked structure.

Meanwhile, a group of public met the Deputy Commissioner, apprised him of the threat posed by the structure. They also appealed him immediately depute team of expert to inspect the durability of the wall.

 

 

Strangulation of democracy in Arunachal Pradesh

At the end of every five years term we hope to see new beginning in the political scenario of the state. As we know that election is the process to elect or re-elect a leader to form the new legislative body to govern the state. In this process, Election Commission tries to ensure in every possible way that free and fair election should be conducted by implementing strict election model code of conduct (MCC). Not to mention the millions of cash being spent in election process by state exchequer, each and every individual sweats and bleeds to help form a new and better government. The impact of the story of hardship faced by polling team as well as voters of far flung remote areas is heart aching yet they accomplishes their role in building the  nation.

However democracy has drastically failed in our state. It is quite evident from recently concluded simultaneous election of the House of People and State Legislative Assembly that the democracy doesn’t have its meaning in our tribal society. The socio-political scenario of our tribal society is quite a contradictory to democratic ideology. The very idea of democracy fails when an individual cannot exercise their adult franchise by their own will but the head of the family enjoys the democratic right of voting for entire family as he casts the vote single handedly for his entire family without considering the eligibilities of candidates to be a representative of the mass. Instead, the head of the family lead his dependants and asks for huge sum of money or mortgage from a candidate as a surety for payback after winning.

In an act of humiliating the election norms, 18 years, the age prescribed by constitution for eligibility to vote has been neglected as the hundreds of kids of 8-17 years have been enrolled in the electoral roll by some perverted electoral officials. And during election, polling officials even cannot stop them from voting due to security concerns.

Countable numbers of voters per constituency is another reason for failed democracy. In some constituencies there are ten thousand voters enrolled out of which countable numbers turns up for voting. Among those meager bunches of ignorant people a candidate easily targets to buy as much required votes to win the election. Buying of votes, sounds funny right? But it is bitter truth.  Voter is being bought like a commodity in the market. We have witnessed, crores of money being spent by candidates and their supporters to win the power at any cost. Movable and non-movable properties have been kept in mortgage to buy the votes. Out of which local ornamental beads (Tassang-Tadok) is most favorite mortgaging property. Fear of losing has compelled them to keep everything at stake.

Another astonishing tactics being used in the election is division of society. First they divide the society into different communities, then they weakened the society into clan based politics, clan is further divided into family factors. Henceforth head of families does the rest of the dirty things in politics. If in a family, anyone expresses their willingness to vote according to their conscience, they are being warned to be detached from family affairs or else they become biggest enemy of each other. In this way individual thought of a person is being murdered and they have to wait for another five years to make best use of it.

Most sarcastic democratic process is observed during the electoral proceeding on polling day, where success of polling process depends on the discretion of mere polling agent instead of official polling team. Polling agent can authorize a single person to cast the votes of others for his/her particular candidate hence demeaning the term secret ballot. Whom to blame for it? Is it due to inability of polling officials or fear of failed administration in the mindset of officials? If polling teams or presiding officers sticks to the systematic polling procedure, he/she becomes the enemy of candidates and gets the threat of dire consequences.  Even if polling officials carry out the systematic polling, the losing party in particular polling station breaks the EVM out of simple arguments. Somewhere in the recent election process, administration has failed in providing proper security which led to re-polling in some places. Not to mention the hardships faced by polling teams engaged at unconnected far flung area where they foot marched for days or two to reach their respective polling stations. Moreover, some risk their lives at hypersensitive areas; yet they participated in carrying out the electoral process so as to help form a new and better government for the state.

Now the ambiguous question is, if a person spends huge amount during election, are they really going to work for the society, whom they have already bought? Will they be called as democratically elected? We don’t have answers but to beat around the bush for another five years, wishing if things had happened the other way around.

It is the height of peculiarity that people with the ability to spent crores are the true and fittest leader in our society despite knowing the facts that they are most corrupt and lacking in vision to uplift or develop the area and its people (Excluding those few visionary leaders who might work for the people). We all know that poorest are the most honest and richest are most corrupt. But our people are blinded by their materialistic mindset that they refuse to recognize the true leader. A true leader with good scientific knowledge, vision of infrastructure and socio-economic development, honest character, socialistic thoughts are being neglected only because they are poor. Even most qualified and so called intellectuals would say that there’s no place for poor leader in political arena because he/she should have capacity to spend not less than twenty crores during election. Shame on us, for such thought.

After everything is said and done. We would keep wondering where the lacuna lies at, Leader? Or people? But we should take all the blame. It is us who are letting it happen right in front of our eyes. It is us who become selfish and sends our conscience to go on fishing during election time. Next time when you feel like complaining and criticizing against the corruption and poor governance, slap yourselves tight and drown yourselves in shame. Or else stand up and start acting to rectify your mistakes.

Reassessing above facts, where do you find implementation of democracy? No, you won’t find one, because it has been strangulated by us!

 

 

Official report says 34 houses gutted in Wakka fire

ITANAGAR, Apr 24: The devastating fire that broke out at Wakka Monday last devoured a total of 34 houses, 11 granaries, an Anganwadi center and two churches. Moreover, 23 houses were partially damaged, Longding Deputy Commissioner informed in an official release. Fortunately, there was no loss of human life, added the DC, who along with Longding CO, Deputy Superintendent of Police and OC visited the fire ravaged village to take stock of the situation.

In earlier news item published in this daily, the number of house gutted in the fire was mentioned as 32 based on a report by the Wakka ZPM.

Meanwhile, teams from Wancho Students' Union (WSU) and Longding District Students Union (LDSU), who visited the fire ravaged village, urged the state government and the authority concerned for providing immediate relief to the affected people.

 

 

Water crisis cripples Debing village

RUKSIN, Apr 24: Debing villagers under Ruksin circle of East Siang district have been suffering from a severe drinking water crisis for the last couple of months due to sharp drop in groundwater level.

The situation has been further aggravated by authorities not repairing the damaged water pipelines, which were washed away by flood water last year.

The villagers, including children are facing hardship in fetching water as they have to go to either the nearby irrigation channel or Debing River to fetch water.

According to them all the eight ring wells installed by the Public Health Engineering and Water Supply division (PHED), Pasighat in 2010 have dried up due to sharp drop in ground water level.

The villagers rued that in spite of repeated pleas, the authority did not pay any heed to solve the water problem.

“Our villagers have been suffering a lot due to water scarcity, but the authority is not taking any step to mitigate the problem”, the sufferers rued.

According to them only pump is functioning at present in the village which cannot meet the water demand of more than 150 families, they said.

Some villagers are making alternative arrangements like engagement of ‘thelawala’ to collect water from Debing River by incurring additional expenditure.

It is pertaining to mention here that the Ledum Water Supply Mega Project covers as many as 21 villages falling under Ruksin, Bilat and Sille-Oyan circles. But it does not cover Debing village.

The PHE department has proposed a natural water supply scheme for Debing village but it is yet to be sanctioned.

The villagers accused their former MLA for the sufferings, now they have been facing as he allegedly did not pay any attention to mitigate the burning problem during his tenure.

 

 

Preparation for counting day begins

TEZU, Apr 24: The preparation for Counting Day has began in Tezu as the Returning Office for 2-Arunachal East Parliamentary constituency Dr. BM Mishra has appointed officers and officials to perform various duties in the Counting Hall at Amik Ringya Hall, Tezu on 16th May.

From arrangement of Counting Hall to Tabulation for Parliamentary constituency and Assembly constituency (Both EVM and Postal Ballot), EVM distribution, sealing of EVM and election papers, postal ballot (Scrutiny and Distribution), Computer/ Genesis Operation (for Trends and Result Dissemination Counting Application), Communication/ Fax/ Hotline, Media Room, PA system and Videography, specific persons have been assigned for the purpose of assisting the RO/DEO in the counting of votes.

Meanwhile, considering the indulgence of illegal cultivation of illicit poppy and its consumption as drugs, Dr. B.M. Mishra in his capacity as District Magistrate of Lohit District issued an executive order on prohibition of illegal cultivation of Poppy/Opium within Lohit district as a whole.

To maintain physical comfort of the Community and Society and considering the resentments/ public nuisance, the order also removes trades of/on opium or occupation or keeping any such goods or merchandise with immediate effect.

Violation of the order shall be liable for prosecution under relevant Sections of Law, the order read. DIPRO

Central govt. should get tough with Assam  

 

In a major vindication of the stand adopted by govt. of Arunachal to maintain status along Assam-Arunachal boundary, union home ministry on Wednesday asked government of Assam to do the same. While taking serious note of encroachment activities being carried out by Assam authority at Tarasso inside Arunachal territory, Ajay Kanoujia, director, North East, ministry of home affairs wrote to the Chief Secretary of Assam to immediately stop construction work and called for maintaining status quo. He also directed Assam authorities to send a report regarding Tarasso encroachment activity at the earliest.

It seems now government of India is also aware of the nefarious act carried out by Assam. The citizens of neighbouring state with tacit support of their government have been carrying out encroachment activities all along the Assam-Arunachal boundary. When people of Arunachal protest against their activities, Assam imposes economic blockade, crippling whole of state. Central government should take strong action against Assam for violating Supreme Court order by not maintaining status quo. Its time they come down hard against Assam, so that peace between two states is maintained.

Never ending woes of Pasighat

Dear Editor,

Through the column of your esteemed daily, I would like to highlight some of the growing problems of Pasighat town. 'Pasighat' the oldest town of Arunachal Pradesh, celebrated its centenary (100 years) just few years ago but still as always the 'Electricity Problem' is yet to be solved. Even if power comes for few hours voltage is very low in some parts of town like PI colony and other. The same is with the case of 'Water Supply'. There is uneven distribution of water supply in different parts of town. Some parts get sufficient water supply while other colonies are facing scarcity. The prices of essential items are soaring. It seems like shopkeepers fix their own rate while selling unprinted commodities. The rate of printing for single colour page ranges from Rs.40 to 50 which are really very high even if the country may have inflation problem. Also there is problem of growing number of illegal immigrants. With the coming of railway in the town all the above problems will increase if not checked properly. Pasighat is one of the most beautiful towns of the state with very high potential to go forward in every positive direction.

So, we being the citizens of this beautiful town would like to request all the concerned departments, officials, local bodies, various organisations like Adisu, ABK etc to look into the matter and take necessary measures.

Turn promises into reality

Dear Editor,

Everybody is aware that AAPSU Marg situated near state General Hospital, Naharlagun is cleaned by organizing social service every year by AAPSU members. However it seems these days AAPSU executive members have forgotten the said Marg as it is lying with dust and garbage around. In recent past, while passing through that road seeing the condition of AAPSU Marg I felt there is urgent need for conducting social service to keep it clean.

During student election all the candidates prepare manifesto for the welfare of student community as well as state. But after the completion of election, the manifesto prepared by candidates goes missing and remains only in pamphlet forever. So, it is my earnest request to all the student leaders to convert promise into reality.

Voters are responsible for underdevelopment of state

Dear Editor,

After actively participating in 2009 and 2014 assembly & parliamentary election, I have come to conclusion that in our state quality and good leaders has no place due to greedy and materialistic voters. Persons who want to contest in election first he/she should have minimum bank balance of Rs.100.00 cores and own showroom/dealers of Cars, Bike and CGI sheet. They even should posses enough arms which are needed for distribution during election and which is one of the important factors deciding the wining scope. All the above mentioned things are needed to win election in Arunachal because majority of the voters do not extend support to candidates on development and social issues.  It is painful experience for those leaders who really wish to develop their constituency in true sense after getting elected. Voters never try to understand their vision and target.

Today we blame leaders for not taking up developmental activities in their constituency but sometime I feel that we voter should first develop our self and support leaders on developmental agenda. If we support the leader freely without taking anything against a single vote and by demanding that after being elected MLA of areas should concentrate in development of roads, schools, hospitals, agri., horti etc for sure we will witness development. If sources are available, factories and industries should be established for absorption of unemployed youth of areas as well as state.  I think MLA will surely work for development if he/she gets elected without spending huge money during election. However in our state candidates incur heavy expenditure during election time with some of the contenders taking loan from others to spend. Due to such heavy spending the leaders get busy in recovery of money to repay loan and also in preparation of next election which is the main cause of under-development in our state. Therefore we the voters is main cause of under-development.

So, the time has come for us to change our self to change the society.
